【3綠議員跑票】郭信良宣布退出民進黨 獲28票當選台南市議長
台南市議長選舉25日登場，選前最後一刻宣布退出民進黨的郭信良，在第二輪投票中以28票當選議長，險勝民進黨提名的邱莉莉的24票；郭信良首輪獲得28票，邱莉莉25票，但因兩人票數均未過半，因此必須進入第二輪投票，最終由郭信良當選議長，民進黨在台南市議會喪失議長寶座。
台南市議會正副議長選舉，民進黨擁有25席議員，經召開黨團會議假投票後，選出邱莉莉角逐議長、郭清華角逐副議長。但因推選過程中，連任3屆副議長的郭信良等人，質疑過程有瑕疵，一度憤而退席，引發民進黨內茶壼風暴。

國民黨及無黨籍推出誰出馬角逐正副議長，兩黨團人員投票前皆三緘其口。今日開票時，唱票人喊出國民黨籍議員王家貞投票給郭信良，眾人才驚覺國民黨籍及無黨籍合作，推出郭信良及林炳利參選正副議長。
此外，由於民進黨議員、綠委陳亭妃的妹妹陳怡珍、吳通龍及本屆剛當選的民進黨議員周麗津今跑票，將票投給郭信良，因此3人恐遭民進黨開除黨籍。
陳怡珍：台南議長選舉「某派系主導一切」
國民黨黨團與無黨聯盟代表今表示，過去八年民進黨一黨獨大、完全執政，卻棄人民權益於不顧，致使台南市議會成為市政府的橡皮圖章，完全失去民主監督的功能，因此決定與國民黨團合作共推正副議長人選，促成議會能發揮民主監督的精神，「為人民看緊荷包。」
至於陳怡珍則於臉書發難，表示民進黨大選落敗與管案引起民意反彈有關，直指台南議長選舉「某派系在主導一切」，強調媒體已經爆出民進黨推出的正副議長人選有「黑歷史」，竟還要選民坦然接受這一切，「難道這也沒關係嗎？」
陳怡珍也說，她無法適應「排除異己」的政治生態，因此將自己勇於表達，離開民進黨。
